The TLC repair fund: An obligation to inform

It is now compulsory to inform consumers of the existence of the TLC Repair Fund.

Introduced under the AGEC (Anti-Gaspillage pour une Économie Circulaire) law, the Repair Bonus is a financial incentive designed to encourage the French to repair their TLC products that are no longer under warranty, thereby extending their lifespan. 

All garments and/or footwear belonging to Scheme TLC excluding underwear and household linen (for phase 1) are eligible for the repair bonus. Please note that these are repairs, not alterations or upcycling.

At the request of the public authorities, Refashion has been given the task of managing the Repair Fund. This mission consists in promoting repairers and their know-how, as well as enhancing the value of the shoe repair and alteration professions. It will also encourage brands and distributors to offer repair services or options to their customers.

 

Refashion aims to increase the volume of textiles and shoes repaired in France by 35% by 2028.

The Fonds Réparation has two tools at its disposal

- The Repair Bonus, which will take the form of an invoice discount for consumers on certain targeted repairs from autumn 2023.

- Actions Complementary to the Bonus, which will raise awareness of the scheme, train the profession in specific issues, raise the profile of the community... among other things, to guarantee the success of the Repair Bonus.

What is the TLC repair fund?

  • An initiative to repair rather than throw away: This is a scheme financed by producers of textiles, footwear and household linen (TLC) to encourage the repair of these products rather than their replacement.
  • A way of extending the life of objects: by repairing, we limit the production of new objects and reduce our environmental impact.
  • Financial support for repairs: Thanks to this fund, repairs are often less expensive for consumers.

How can you benefit?

  • Identify eligible products: All clothing and footwear (excluding underwear and household linen) are eligible for the repair fund.
  • Find an authorized repairer: Contact Refashion for a list of partner repairers.
  • Benefit from a preferential pricing : The fund reduces the cost of repairs.

 

You MUST inform your customers of the existence of this Repair Fund and the associated bonus amounts. This is now mandatory

 

Since July 1, 2024, and in accordance with decree no. 2024-123, distributors subject to EPR in France for Scheme TLC (Clothing Textiles, Household Linen and Footwear) are required to inform their customers of the existence of a Repair Fund and the amount of associated bonuses. This information must be visible, legible, easily accessible and present in French physical and digital points of sale.
