PMCBEPR Scheme : between moratorium and refoundation, what future for the building Scheme ?

TheEPR PMCB (Building Products and Materials) Scheme is going through a critical phase. Between rising collection volumes, saturation of recycling channels and ongoing consultations, a partial moratorium has been announced. The complete overhaul is scheduled for January 2026.

A collection dynamic that is reaching its limits

Since 2023, the PMCB EPR has stepped up a gear, setting up take-back points and collection solutions for waste from construction sites. But this momentum is now under severe strain:

  • 📈 Increase in volumes collected, beyond current treatment capacities ;

  • Multiplication of sorting non-conformities, generating additional logistics costs ;

  • ♻️ Saturation of recycling outlets for certain categories of materials.

The result is a system that is still in its infancy, but already weakened by an imbalance between regulatory ambitions and operational reality.

Immediate precautionary measures

In response to this situation, a number of restrictions were implemented in the summer of 2025:

  • Continued recovery on construction and renovation sites;

  • Suspension of validation of deconstruction projects (and now of major rehabilitation projects with >50% of surface area demolished);

  • Maintain existing points of sale, but freeze the opening of new ones;

  • Continuation of the warehouse take-back service, with adjustments planned for small volumes.

A timetable for refounding

On July 21, 2025, the French Minister for Ecological Transition confirmed the creation of a Consultation and Orientation Committee led by OCAB. This committee brings together producers, eco-organizations, local authorities, waste managers and building industry players.
Objective: to define new specifications for the PMCBEPR Scheme by September 2025, for entry into force in January 2026.

Avenues under consideration:

  • A return to 80% coverage for support for inert waste management;

  • No longer paying for transport of small volumes;

  • Targeted adjustments for certain streams lacking outlets.

What this means for marketers

For producers, distributors and importers of building materials, these changes now require :

  • Active monitoring of future specifications;

  • Detailed management of declared volumes, by type of material (inert, non-inert);

  • The ability to justify the compliance of their declarations in the event of an audit.

The current uncertainty should not hold back compliance: the PMCB EPR is in the process of being adjusted, but its legal obligations remain.
