A shared governance for more clarity and dialogue

Announced on June 4, 2025, the "Collective of Producer Representative Organisations" marks a major turning point in the structuring of EPR in France. By grouping together under the associative status (law 1901), the Producer Representative Organisations intend to strengthen their coordination, but also to clarify their role with those placing products on the market, public authorities and stakeholders.

Their mission is twofold:

  • Promote skills, experiences and innovations within each EPR Scheme;

  • Make a collective position heard on the evolution of the regulatory framework, scales and operational practices.

A desire to listen and build

In a sector subject to rapid changes (AGEC law, modulation, environmental labeling, etc.), this grouping displays a clear desire: to better listen to the expectations on the ground, including those of producers, distributors, communities, artisans or actors in the social and solidarity economy.

The president of the Collective, Dominique Mignon (Ecomaison), accompanied by Nicolas Defrenne (Treasurer, Refashion) and Arnaud Humbert-Droz (Secretary, Citeo), specifies that this dynamic is part of an ambitious roadmap: to support the transformations of the EPR while strengthening the transparency and readability of the actions of the Producer Representative Organisations.

What this changes for producers and those placing products on the market

This grouping reinforces a message: EPR compliance is not just an administrative constraint. It becomes a shared strategic issue:

  • Greater coordination between EPR Schemes (Textiles, EEE, Packaging, Construction, etc.);

  • Improved clarity on tariff changes and services offered by Producer Representative Organisations;

  • Strengthened dialogue between reuse and recycling stakeholders and those placing products on the market.

For companies, this means greater stability, anticipation, and potentially a simplification of future procedures, particularly in terms of reporting or when structuring voluntary initiatives.

  • Monitor updates to the regulatory framework and remain compliant.

The creation of the Collective of Producer Representative Organisations shows that EPR is entering a new phase: more structured, more collective, more strategic. It is also the ideal time for companies to regain control of their compliance.
